Council planners have recommended approval of a £7m, 459 space car park on land between the Pride Hill and Darwin Shopping Centres.

Councillors on planning committee will have the final decision on the site in a meeting at Shirehall on Thursday at 2pm.

The nine-level building would have a pedestrian walkway to Pride Hill. It would be built in Raven Meadows in place of an existing 70 space pay and display car park.

English Heritage had earlier expressed concerns that the plans would block the view of a 15th century medieval hall, which is home to the town centre’s McDonald’s restaurant. The plans have been revised to remove the top floor and add a large glass-fronted viewing platform to allow shoppers to see the hall.

The plan was also welcomed by John Hall, from Shrewsbury’s Shop in the Loop group.

He said: “It is a very significant step in the right direction. Anything is welcome. It would be churlish not to welcome it.”

The 15-minute grace period will apply to designated pay and display car parking bays at all council-owned surface car parks across the county, apart from those which already have a free period of parking and on-street pay and display parking bays.

It will not operate in the Raven Meadows multi-storey car park in Shrewsbury, as drivers have to pay when leaving. It also does not include restricted parking areas, like loading bays and double-yellow lines. Parking is not allowed in disabled bays without a blue badge.

The following comment was sent to the planning department at Shropshire Council on behalf of STCRA: We wish to support the proposed improvements to the services provided on the platforms inside the station.

We do consider the slate-cladding to be a mistake, since it is too out of keeping with the style of the station, which is Victorian Gothic. There may be some argument to expect the new structures
to be distinct from the original structures on the platform, but this new surface is far too alien and not appropriate. Provided there is no Gothic decoration on the windows and doors, using brick perhaps of a slightly different colour would ensure that the new-build will be distinct.

The design of the new waiting area is somewhat congested. When the waiting area is crowded,
passengers with luggage may have difficulty in negotiating access and egress. The service block
has two areas for ‘Staff Use’, so it seems excessive to use a considerable space adjacent to the
waiting room for yet more ‘Staff Use’, space that could be best made available to waiting
passengers.

We hope that the officers could negotiate these changes, so that the new build will be recognised
as new and not clash with the rest of this Grade 2 listed building.

In 2012, the regatta was called off for the first time in its history after safety concerns were raised over rising water levels on the River Severn. Thousands of people were due to attend the two-day extravaganza, which was abandoned little more than 36 hours before the first race was due to start.

Last night there was an article in the Shropshire Star on parking in the town and this is a quote from that article:

In Shrewsbury, Chris Evans has been a parking enforcement officer for the last five years – a job he says he enjoys.

“I am not here to make it worse. I am here to make it better,” he says as he patrols the streets of Shrewsbury.

Consistency is key says Mr Evans, and everyone who contravenes traffic regulations is given the same treatment. He says: “We allow every vehicle a 10-minute observation period – most authorities allow five minutes, so it is generous.”

If in that 10 minutes, the motorist has returned to their vehicle, they are given a warning rather than a PCN – a parking charge notice.
